Supporting Solar Power in Renewable Portfolio Standards: Experience from the State Set-Aside Programs

This presentation documents the design and early experience of state-level renewables portfolio standards (RPS) programs in the United States that have been specifically designed to encourage solar energy.

As will be discussed, these RPS designs have already proven to be an important driver for solar energy deployment, and those impacts are projected to continue to build in the coming years. State experience in supporting solar energy with RPS programs is mixed, however, and the comparative experiences highlight the importance of policy design details, and the opportunities and risks associated with applying an RPS to specifically support solar energy.
