Alaric Babej

Alaric Babej

Alaric J. Babej is the Principal of Customer Energy Solutions at the Public Service Company of New Mexico, where he oversees utility programs focused on electrification, energy efficiency, and renewable energy to help customers achieve their sustainability goals. At PNM, Mr. Babej designed and launched an online interconnection process that reduced the time required to evaluate customer solar applications by 80%. He also designed and launched PNM’s inaugural Transportation Electrification Program and company initiatives to accelerate electric vehicle adoption and infrastructure deployment in New Mexico.

Mr. Babej earned a Masters in Mechanical Engineering from the University of Washington and an MBA from the Anderson School at the University of New Mexico. When not thinking about the best classic car to convert to an EV, Mr. Babej continuously proves that lack of natural talent is no reason to give up playing hockey.

Emilie Bolduc

Emilie Bolduc

Emilie Bolduc is the Vice President of the New York Energy Manager for the New York Power Authority. She is responsible for leading the development and implementation of the New York Energy Manager (NYEM), a digital energy management advisory service. NYEM gathers, stores, and presents compelling views of public building energy data on the web, allowing government facility managers across New York State to improve energy performance and manage utility costs in rapid ways not previously available. NYEM enables portfolio level energy performance benchmarking; virtual energy audits; prescriptive analytics; improved operations management; and supports measurement and verification of the impacts of solutions, programs, and projects in support of further investment in clean energy. Emilie is currently pursuing an MBA in Sustainability from Bard. She earned her Bachelor’s from Vassar and is a Certified Energy Manager through the Association of Energy Engineers.

Skip Dise

Director, Product Development, AES Corporation

Skip Dise

Skip leads the team of product managers to pursue solutions for some of Clean Power Research Customers’ toughest challenges. In this role, Skip focuses on defining a strategic business path for our SaaS products and providing superb customer support, while leveraging what makes our software vital.

Skip has spent his career finding ways to make renewable and environmental solutions economically attractive to the energy industry. Starting his career at Soane Energy, Skip developed environmental remediation technologies for large oil and gas producers. Upon joining Clean Power Research in 2012, Skip lead product management for the company’s nascent SolarAnywhere® product, growing the business over several years from a single, data-oriented product to a family of irradiance data and intelligence solutions, includingFleetView®andSystemCheck®.

Skip holds a degree in Chemical Engineering from the Massachusetts Institute of Technology (MIT) and a degree in Mechanical Engineering from the University of California San Diego.

William Ellis

As Exelon Utilities, Performance Assessment Manager, William is responsible for developing and driving strategy and priorities for core functions across all of Exelon. Work includes identifying and ensuring adoption of best practices by benchmarking and drawing expertise from across the OpCo’s, the industry and outside the industry. As Performance Assessment Manager, William chairs Exelon Utilities “peer groups” which includes Demand Side Management, Solar, and eChannels. His work there includes leading and supporting side by side peer group comparisons with a focus on Critical Performance Elements. Leading self assessments and analyzing metrics while recommending solutions for improvement in areas that are not performing optimally. As a subject matter expert in Energy Efficiency and Distributed Energy Resources, William has delivered numerous white papers and presentations including recent work on Combined Heat and Power. He has earned numerous awards and honors including: U.S. Environmental Protection Agency (EPA) Energy Star Partner of the Year, Association of Energy Engineers (AEE) Young Energy Professional of the Year, and most recently Association of Energy Services Professional, One to Watch Award.

Lakin Garth

Lakin Garth

As Senior Director of Grid Strategy, Lakin manages a research portfolio focused on making the distribution grid – the backbone of the clean energy transition – flexible and resilient to better serve all customers affordably. With 18 years of energy industry experience, Lakin specializes in load flexibility, working closely with SEPA’s membership to identify key strategies and tactics for the cost-effective deployment of resources.

Lakin spent 9 years with The Cadmus Group, most recently as Principal of the Planning and Assessment team, where he managed a team of interdisciplinary consultants who specialized in demand-side management analyses for integrated resource planning for a wide range of utility, government, and non-governmental organization clients. Before Cadmus, Lakin was a Senior Planning Project Manager at the Energy Trust of Oregon.

Lakin has a BBA in International Business from the University of Georgia and an MS in Economics from Portland State University. He lives in Athens, Georgia, with his wife and two sons.

Jared Leader

Senior Director, Research & Industry Strategy | Resilience

Jared Leader

Jared joined SEPA in 2017. In his role, he develops strategic plans for programs, products, and service offerings for utility and industry stakeholder members and clients that facilitate the integration of distributed energy resources, non-wires alternatives and microgrids onto the modern grid. Jared leads SEPA’s Microgrids Working Group and co-led D.C. Public Service Commission’s grid modernization working groups.

Prior to joining SEPA, he spent several years working as an environmental engineer and consultant for utility, municipal and commercial clients in the energy and water sectors.

He has a MS, Energy Policy and Climate from Johns Hopkins University, and a BS in Civil and Environmental Engineering from the University of Virginia.

Outside of business hours, Jared enjoys skiing, hiking and spending time in the great outdoors.

Peter Muhoro, PhD

Chair, Executive Committee

Dr. Peter Muhoro serves as the Chief Strategy, Technology, and Innovation Officer at Rappahannock Electric Cooperative (REC), as well as the Executive Vice President and General Manager of its two wholly owned subsidiaries—BrilliT and Vividly Brighter. BrilliT is a national IT, cybersecurity, and data analytics company that provides cyber and data intelligence services to utilities. Vividly Brighter is a regional brand delivering a growing suite of energy services and solutions to meet the evolving expectations of today’s consumers.

At REC, Dr. Muhoro leads the development and execution of long-term strategic initiatives that position the Cooperative for continued innovation and resilience in a rapidly evolving energy landscape. His responsibilities encompass the full spectrum of technology systems planning, the creation of forward-thinking business models, and the design and implementation of new services that enhance the member experience. Under his leadership, REC is advancing a comprehensive technology roadmap that not only addresses the Cooperative’s current operational needs but also anticipates future demands driven by digitization, decentralization, and decarbonization. Dr. Muhoro’s work includes the strategic integration of grid modernization tools and data analytics platforms that enable smarter, more reliable operations. He plays a key role in exploring and implementing emerging technologies such as distributed energy resources, clean energy technologies, battery storage, and advanced electrification—including transportation and building electrification. His vision ensures that REC remains a leader in innovation while staying deeply committed to delivering safe, affordable, and sustainable energy solutions for its members.

An accomplished energy industry executive with over 20 years of experience and executive leadership, Dr. Muhoro previously served as Vice President of Strategic Industry Research and Analysis at the National Rural Utilities Cooperative Finance Corporation where he led research efforts and advised cooperative executives and boards on industry trends, technologies, and strategic direction. His earlier roles include serving as Chief Strategy Officer at Pedernales Electric Cooperative, the largest distribution electric cooperative in the U.S., and as an advisor at the Cooperative Research Network, the research arm of the National Rural Electric Cooperative Association. He has also founded and led several ventures aimed at expanding energy access in underserved communities, with a strong focus on leveraging efficient electrification technologies to drive sustainable development. These initiatives have centered on addressing energy poverty, promoting economic empowerment, and creating scalable solutions for communities at the bottom of the economic pyramid—both in the United States and internationally. Through these efforts, Dr. Muhoro has combined innovation, policy insight, and community engagement to demonstrate the transformative impact of equitable energy access on quality of life and long-term resilience.

Dr. Muhoro currently serves as Chair of the Board of the Smart Electric Power Alliance (SEPA) and is active on the boards of the GridWise Alliance, Dominion Energy Innovation Center, and the Hampton University School of Science, as well as other advisory committees and alliances. A respected thought leader and sought-after speaker, he speaks regularly on energy, innovation, and cooperative strategy both nationally and internationally.

He holds a Bachelor of Science in Physics and Mathematics from Hampton University, and both a Master of Science and Ph.D. in Applied Physics from the University of Michigan.

As Director, Strategic Projects, Research & Industry Strategy, Kate works across SEPA’s research portfolio and with SEPA’s members to identify key strategies and opportunities to advance a clean, affordable, and resilient energy system for all. In 2024, Kate was on detail to the Biden-Harris White House Council on Environmental Quality (CEQ) and the Office of the Federal Chief Sustainability Officer (OCSO), serving as the Deputy Director, Clean Energy.

Kate has a master’s degree from John Hopkins School of Advanced International Studies (SAIS) in International Relations & Economics, with a concentration in Energy, Resources & Environment, and graduated magna cum laude from Barnard College, Columbia University. She lives in Boulder, Colorado.
