Workshop: Utility Resilience-as-a-Service (RaaS) 101: Intro to Program Offerings and Design
Utilities are beginning to partner with customers by offering resilience as a service offering. The emerging “as a service” business model seems to be a promising offering for customers when applied to resilience, can enable utilities to ‘keep the lights on’ during an extended power outage for a single participating customer or a group of customers. The customers that these programs target, the payment model for those customers, and the way these programs are designed to vary by utility but ultimately, these programs are all focused on delivering resilience to customers as well as reliability and capacity to the grid during normal operations. These services are being provided through new rates, riders, tariffs, and in some cases are receiving rate recovery and in other cases being financed through on-bill financing methods via customers.
In this workshop, subject matter experts at SEPA and leading utilities will share:
- What’s driving RaaS for customers, utilities, and developers
- Emergence of RaaS programs across the U.S.
- Pros and cons of different resilience as a service program designs and RaaS vs. EaaS
- Utility case studies for RaaS
Participants will also break out into small groups to design a hypothetical RaaS program to bring back to their respective utilities, answering key questions to consider during the program design process such as:
- Who runs the program and owns/operates/maintains the assets?
- What is the subscriber’s economic proposition and payment structure?
- What are the participation restrictions, term lengths, and operating/maintenance agreements?
