One option that’s gaining traction nationally — a financing policy solution known as “inclusive utility investment” — provides a promising path forward for achieving affordable home energy improvements. Duke Energy recently received regulatory approval to offer an inclusive utility investment tariff for residential energy upgrades in North Carolina.
