New Concepts for Low Income Solar Options

Consumer advocates, policymakers, utilities, and others have been developing and supporting low-income solar projects and programs for many years. Providing low-income electricity consumers with solar benefits has been difficult to implement at scale – think roof-by-roof projects.

However, lower solar costs and new program designs have brought fresh energy to the market segment. This brief categorizes and examines the low-income solar deployments models to date, including rooftop and community solar, and introduces a new thought concept around leveraging existing utility bill subsidies to fund a long-term solution in solar.
